英語授業、中学も英語で…20年度から
読売新聞 12月13日(金)3時45分配信

文部科学省は12日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、2020年度からの実施を目指す。

同省では、20年度から小学校の英語教育の開始時期を現行の5年生から3年生に引き下げ、5、6年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

N.Korea may use Japan-made crane at missile site

A Japanese construction machinery maker says one of its products may be used at a missile-related facility in North Korea.

Kato Works, based in Tokyo, made the announcement on Wednesday.

The firm checked photos and confirmed possible use of its product at the North's missile facility after allegations emerged that a Japanese-made mobile crane is being used there.

The firm said the mobile crane appears to be of a type that had been produced at a factory in Ibaraki Prefecture until 2001 and had been exported to Southeast Asia and elsewhere.

Kato Works said it has no idea how North Korea obtained the vehicle. The company said it is truly regrettable if it is used for work related to military weapons.

It added that the firm does business in compliance with laws governing foreign exchange and trade.

The powers of the monarch differ between countries. In Denmark and in Belgium, for example, the Monarch formally appoints a representative to preside over the creation of a coalition government following a parliamentary election, while in Norway the King chairs special meetings of the cabinet.
In nearly all cases, the monarch is still the nominal chief executive, but is bound by convention to act on the advice of the Cabinet. Only a few monarchies (most notably Japan and Sweden) have amended their constitutions so that the monarch is no longer even the nominal chief executive.

I think that the stay in Nagano Prefecture was very beneficial, but Princess Masako still faces ups and downs in terms of her health. As I said at the press conference on my birthday, Princess Masako has worked hard to adapt to the environment of the Imperial Household for the past 10 years, but from what I can see, I think she has completely exhausted herself in trying to do so. It is true that there were developments that denied Princess Masako' s career up to then as well as her personality driven by her career. Recently she has taken time off from her official duties, and she spends the days encouraged by the fact that lately she can do things for our child, which she could not do before because she was struggling to balance her official duties and bringing up our child. In this sense, it appears that Princess Masako is gradually regaining her confidence, but I believe that much tact and effort will have to be expended for Princess Masako to recover her original full spirit and strength, which are required to return to her official duties. Therefore, perhaps it may take longer than was initially expected for her to return to her official duties. I intend to provide as much cooperation and support as possible, while seeking the understanding of those around us, so that Princess Masako can regain her usual spirited self soon. In order for Princess Masako to return to her official duties in the future in accordance with the doctors' opinions, I think that it is necessary to create opportunities for her to go on private outings in a quiet setting in order to make the transition. I sincerely hope that the quiet environment will continue to be maintained.

It was not until 1942 that full diplomatic relations between the two states were established, making Japan the first Asian country to have a legation to the Vatican. Emperor Hirohito established relations because the Vatican had significant moral authority in Western countries, gathered information from all over the world, and he believed that it could serve as mediator between Japan and the Allies.[1] By that point in World War II, Japan had some 20 million Christians living on its territory (the largest group, 13 million, being in the occupied Philippines). This drew criticism against the Holy See from the United States and the United Kingdom, which claimed the move suggested that the Vatican approved of Japan's actions.[6] Despite these protests, the Vatican went ahead and established full relations with Japan, accepting the diplomat Ken Harada, who formerly worked at the Japanese embassy in Vichy France, as the first country's ambassador to the Holy See. Meanwhile, the Vatican's apostolic delegate to Japan Paolo Marella was given full diplomatic status by the Japanese government (although remained only a delegate, to not inflame Buddhists).[7][8] However, the Vatican did not give in to pressures by Japan and Italy into recognizing the Nanjing Nationalist Government, Japan's puppet state in occupied China. This was satisfied by an informal agreement with Japan that the pontiff's apostolic delegate in Beijing would visit Catholic missionaries in the Nanjing regime's territory.[8] In 1944 it was reported that Harada gave Pope Pius XII indications that Japan was ready to begin peace negotiations, though later Tokyo radio denied these claims.[9][10]

In 1958 the Japanese government upgraded the legation to an embassy, also on orders of Emperor Hirohito, and Pope Pius XII assigned Maximilien de Furstenberg, Vatican City's delegate in Tokyo, as the first Apostolic Nuncio to Japan.[1][11]

Two years later Franson left for his homeland. While carrying on an extensive ministry in Europe, he heard the well-known missionary statesman, Hudson Taylor, challenge people to go to China with the gospel. From that encounter, Franson got a vision to form missionary sending agencies in various European countries, and before he left the continent, six such organizations had come into being: Danish Mission Confederation, Swiss Alliance Mission, German Alliance Mission, Finnish Alliance Mission, Swedish Evangelical Mission in Japan, and Swedish Alliance Mission. All six agencies continue to send out missionaries to this day.
After arriving back in America, Franson continued to preach. His desire to motivate others for cross-cultural missions led him to form a training class in Brooklyn, New York. In 1890 he founded the Scandinavian Alliance Mission in Chicago, later known as The Evangelical Alliance Mission, also several missions in Sweden.
