英語授業、中学も英語で…20年度から

文部科学省は12日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、2020年度からの実施を目指す。
同省では、20年度から小学校の英語教育の開始時期を現行の5年生から3年生に引き下げ、5、6年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

高校生の英語力を調べた結果、苦手とされる話す力と書く力は、目標とする英検準2級程度に到達している割合が20%以下にとどまることが文部科学省の調べでわかりました。専門家は「英語教育の再検証が必要だ」と指摘しています。
この調査は、高校生の英語の「聞く・読む・書く・話す」の4つの力を測るため行われ、全国の国公立の高校3年生およそ6万人が対象となりました。
その結果、目標とされる英検準2級程度の力がある生徒の割合は、「聞く」が33.6%、「読む」が33.5%、「書く」が19.7%、「話す」が12.9%でした。
文部科学省はこの水準に達する生徒の割合を50%にする目標を立てていますが、いずれも届きませんでした。中でも、日本人が苦手とする話す力は最も低く、0点だった生徒の割合も前回の調査より3.9ポイント高い18.8%でした。
英語教育に詳しい立教大学の鳥飼玖美子名誉教授は「英語力の土台となるのが読む力だ。それによって語彙・表現を覚え、聞いたり書いたり話したりすることができるようになる。今は読むという地道な努力がおろそかになってきている。30年近く『話せる英語』を目標にしながら成果が出ていないのなら、もう一度、再検証すべき時期に来ているのではないか」と指摘しています。
ネットで外国人講師とやり取りも
課題が浮き彫りになった話す力と書く力。3年後に始まる大学入試では、この2つの力が新たに問われることになります。
大手予備校の「YーSAPIX」では、今年度から新たな授業として、インターネット上で生徒が外国人講師と英会話の練習をしたり、書いた文章を添削したりしてもらう取り組みを始めました。
男子生徒は「たまに言葉に詰まってしまい、緊張しました。単語の量も少なく、文法もわからないことが多いので、英語を話すことはいちばん苦手です」と話していました。
また、女子生徒は「もっと基本の英語から固めていかないといけないと思いました。ちょうど自分たちの世代が新しい大学入試の1回目になるので、不安しかないです」と話していました。

全国の中学校と高校で英検準1級程度の力がある英語教員は、中学校で30%台、高校で60%台にとどまり、5年連続で国の目標を下回ったことがわかりました。
文部科学省は、英語の授業を改善するため、英検準1級程度以上の力を身につけた英語教員を、中学校では50%、高校では75%にする目標を掲げています。
これについて、全国の5万2000人余りの英語教員の英語力を調査した結果、この水準に達する教員は、中学校で33.6%、高校で65.4%にとどまり、いずれも5年連続で国の目標を下回りました。
都道府県別にみますと、最も高かったのは、中学校が4年連続で福井県で62.2%、高校が福井県と香川県で91.3%でした。
英語教育に詳しい立教大学の鳥飼玖美子名誉教授は「現場の教員たちはあまりにも忙しく、英語を教える力を研さんする時間的余裕がない。教員の環境を整えていくことが必要だ」と話しています。
