Russia Tightens Border Control Over Chinese Bubonic Plague Scare

Russia’s consumer protection watchdog has tightened border control measures last week after China reported a fresh case of the deadly and infectious bubonic plague in the country’s north.

The diagnosis of a rural herder in China’s Inner Mongolia region marked the country’s fourth plague case since the start of November, Reuters reported Thursday. Three people from Inner Mongolia were hospitalized for plague last month in two separate cases linked to eating wild animals.

The consumer protection watchdog Rospotrebnadzor said Thursday it “took additional measures” at Chinese border checkpoints to reduce the risk of the plague spreading into Russia.

“Rospotrebnadzor asks Russian citizens to take this into account when planning trips,” the agency said and referred visitors to its website for additional information.

China reported 26 plague cases and 11 deaths between 2009 and 2018, Reuters reported. Plague cases are not uncommon in China, the news outlet said, but outbreaks have become less frequent.

The bubonic plague, known as “Black Death” in the Middle Ages, is a highly infectious and often fatal disease that is spread mostly by rodents. It also has a deadlier variant called pneumonic plague.

This spring, Mongolia placed its border with Russia under quarantine when a married couple died after eating marmot meat, a case that was believed to be linked to bubonic plague.

腺ペストの流行が続いた後に起こりやすいが、時に単独発生することもある。かなり稀な病型。腺ペストを発症している人が二次的にに菌が回って発病し、又はその患者の咳やくしゃみによって飛散したペスト菌を吸い込んで発病する。頭痛や40℃程度の発熱、下痢気管支炎肺炎により呼吸困難、血痰を伴う肺炎となる。呼吸困難となり治療しなければ数日で死亡する。

Pneumonic plague is a severe lung infection caused by the bacterium Yersinia pestis.[3] Symptoms include fever, headache, shortness of breath, chest pain, and cough.[1] They typically start about three to seven days after exposure.[2] It is one of three forms of plague, the other two being septicemic plague and bubonic plague.[3]The pneumonic form may occur following an initial bubonic or septicemic plague infection.[3] It may also result from breathing in airborne droplets from another person or cat infected with pneumonic plague.[1] The difference between the forms of plague is the location of infection; in pneumonic plague the infection is in the lungs, in bubonic plague the lymph nodes, and in septicemic plague within the blood.[3] Diagnosis is by testing the blood, sputum, or fluid from a lymph node.[1]While vaccines are being developed, in most countries they are not yet commercially available.[1][3] Prevention is by avoiding contact with infected rodents, people, or cats.[1][3] It is recommended that those infected be isolated from others.[2] Treatment of pneumonic plague is with antibiotics.[1]Plague is present among rodents in Africa, the Americas, and Asia.[3] Pneumonic plague is more serious and less common than bubonic plague.[1] The total reported number of all types of plague in 2013 was 783.[2] Left untreated, pneumonic plague is nearly always fatal.[3] Some hypothesize that the pneumonic version of the plague was mainly responsible for the Black Death that resulted in approximately 50 million deaths in the 1300s.[4][2]


On November 12, 2019, It was announced that two people, from the Chinese province of Inner Mongolia, were diagnosed with pneumonic plague. They received treatment in Beijing's Chaoyang District, and authorities have implemented preventative control measures.[17] Later in November a third case of plague was confirmed. A 55-year-old man was diagnosed with bubonic plague after eating wild rabbit in Inner Mongolia. The region's health commission says it has no evidence to suggest that this case is linked to the previous two.[18] By the end of November a fourth case was confirmed. Chinese health authorities reported a fresh case of bubonic plague in the country's northern Inner Mongolia region, bringing the total number of reported plague cases, originating from Inner Mongolia to four.[19]
