英語授業、中学も英語で…２０年度から

文部科学省は１２日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、２０２０年度からの実施を目指す。
同省では、２０年度から小学校の英語教育の開始時期を現行の５年生から３年生に引き下げ、５、６年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

オリンピックまで、あと6年だが、これまで平均的には最低6年間は英語を習っているはず。
状況をひたすら描写する、ありのままにしろ、象徴的にしろ、文学的にしろ、情感をこめるにしろ、そういうことに終始するなら、とりたてて英語を学ぶ必要もない。
いえ、むしろ、これはこれでとても難しいですね。
論理として駆動する、考えをすすめていく、拡げていく、深めていく、繋げていく、きちんと分ける等の訓練も兼ねるなら、役立つ。
たかが一通信社の捏造記事如きに、国の命運が左右されるかのように錯覚する、錯覚したがるような「まつりごと」や「世論」には、そもそも必要とされていない「エンジン」なのかもよ。
だって、そんな「したがる錯覚」の「エンジン」、日本語でも英語でも、そもそも稼働する、稼働させること自体、おかしい。
たかが捏造記事如きなどは全く次元の異なることとして分離したうえで、きちんと説明することにすべての力をよく考えて使うときには、英語は絶対に必要。

皇居東御苑 英語ガイド始まる

皇居の庭園として一般に公開されている「東御苑」で、ボランティアによる英語でのガイドが、１９日から試験的に始まりました。
「東御苑」は、旧江戸城の本丸跡などを皇居の附属庭園として整備したもので、昭和４３年から無料で一般公開されています。
四季折々の自然が楽しめることから、外国人観光客を中心に来園者が年々増える傾向にあり、１１月、年間の入園者数が初めて１００万人に達しました。
３年前からは毎週水曜と土曜にボランティアが園内を案内していて、これまでに２万人余りが参加してきましたが、外国人観光客にも対応していこうと、１９日から英語でのガイドが試験的に始まりました。
１９日は、イギリスやブラジルなど７か国の観光客２０人が参加し、ボランティアの女性が東御苑の成り立ちや見どころについて英語で説明しながら、１時間余りかけて園内を案内して回りました。
英語でのボランティアは、皇居周辺の企業に勤めていた英語の堪能な人たちなど１６人が務める予定で、１年余りかけて内容の検討や研修を重ねてきたということです。
参加したイタリア人の観光客の女性は「日本の植物や庭園についてよく学ぶことができました。英語でのガイドはすばらしいアイデアだと思います」と話していました。
この英語ガイド、当面は週に１回程度行われ、来年１月からは定期的に実施される予定だということです。

ケネディ米大使 高校生と懇談

アメリカのケネディ駐日大使が、留学を希望する日本の高校生と懇談するため、さいたま市の高校を訪れ「皆さんが世界で活躍することを期待します」などと呼びかけました。
ケネディ大使の訪問は、日米両政府が留学生の交流を増やそうと取り組んでいることを受けて埼玉県が呼びかけたもので、県立浦和高校で留学を希望する高校生ら２０人と懇談しました。
ケネディ大使は、アメリカでも活躍した、浦和高校出身の宇宙飛行士の若田光一さんから預かってきたというメッセージを紹介し「世界が共通の目的のために協力するには、互いの文化への理解が必要で、優れたコミュニケーション能力を身につけてほしい」と述べました。
そして「若田さんと同じ場所で学んぶ皆さんが、世界で活躍することを期待します」と呼びかけました。
またアメリカの奨学金制度についてケネディ大使は「複雑なのでなるべくわかりやすくして、留学生を後押ししたい」などと話したということです。
懇談した２年生の男子生徒は「大使には『アメリカで学んでＮＡＳＡで働きたい』と話しました。大使の言葉を励みに勉強したい」と話していました。

１５日に文部科学省を訪れた中村さんは、下村大臣から「中村さんのようなノーベル賞受賞者を増やすために、国や研究機関はどうするべきか」と尋ねられると、「日本に欠けているのは『英語』の能力であり、ことばのハンディが大きい。世界を相手に仕事するためにも若いうちに海外留学させるなど、『英語』で世界と対等になる必要がある」と答えました。
また、下村大臣が「中村さんの研究はなぜ日本の大学ではできないのか」と問いかけると、中村さんは「日本の大学には規制が多く、アメリカに比べたら自由さが全くない」とアメリカで研究を行う理由を述べました。
そのうえで中村さんは「“エリート”と呼ばれる人間は日本で数多く生まれていて、国内の大学や企業にもいる。国にはぜひとも若い研究者に財政的な援助をしてほしい」と要望しました。

あの戦争に起因した対日感情の悪感情の強さのひとつが、戦争捕虜への視点が生ぬるく、日本語でつらつら述べることが英語に翻訳されると非常に不明瞭で何のために何を言っているのか、まったくわからないという不誠実さを70年間にわたって自覚できなかったことを、反省点すべき。
“歴史武装”という病い
戦争を終うということは、人間の尊厳を互いに回復する手立てを尽くすことで、はじめてそこから始まるのであって、耐えがたきを耐え、忍び難きを忍びってことじゃない。
それができないと、人間扱いされないってこと。

戦艦「三笠」 軍艦旗が米で発見 日本に返還へ

７０年前の終戦直後に進駐軍のアメリカ兵が神奈川県横須賀市で戦艦「三笠」から持ち去ったとする軍艦旗が、このほどアメリカで見つかり、近く日本に返還されることになりました。
戦艦「三笠」は日露戦争の日本海海戦で東郷平八郎が乗り込み、連合艦隊を率いた船で、大正１２年の退役後、横須賀市で保存されています。
この「三笠」の艦内から太平洋戦争の終戦直後にアメリカ兵によって持ち去られたとみられる軍艦旗が、このほどアメリカ西部アリゾナ州で見つかりました。見つかった旗は横５メートル、縦３メートルほどの大きさで、ところどころに焼けて出来たような穴があいています。
旗を保管していたアリゾナ州に住む９２歳の元海兵隊員の男性は「終戦直後、日本に進駐した際、自分が三笠の船内から持ち出した。日本に返したい」などと話しているということです。旗は男性から依頼を受けたアメリカ側の関係者が近く横須賀市を訪れ、三笠保存会のメンバーに直接、手渡すことにしているということです。
三笠保存会は「進駐軍によって資料も含め多くのものが接収されてしまったため艦内の中で、旗がどのような形で船内にあったか分からないが、返還したいという意向に応えたい」と話しています。
「本来あるべき場所に展示を」
アメリカの退役軍人を支援する団体の代表で、今回、元兵士から旗を託されたビル・ケーラーさんは「こうしたことはすべきではなかったかもしれないが、残念ながら当時、三笠の船内から海兵隊員に戦利品として持ち去られたものだ。旗を日本側に返還し、保存会によって再び、本来あるべき場所に展示されることを期待している」と話していました。

Japanese battleship flag set to return home

A naval flag thought to belong to the Japanese battleship, the Mikasa is returning home, 70 years after it was apparently taken as a souvenir by a US marine.
NHK has learned that the naval ensign was discovered in Arizona. A 92-year-old veteran was keeping the flag, and is now offering to return it.
The man says that he took the flag from the Mikasa when he was posted in Japan as a member of the occupying forces, soon after the end of World War Two.
The flag measures 5 meters by 3 meters and has several burn marks.
The Mikasa led the naval fleet commanded by Admiral Heihachiro Togo that defeated the Russian Baltic Fleet in the Sea of Japan in 1905.
The battleship was decommissioned in 1923, and is preserved in Yokosuka City, near Tokyo.
Bill Koehler, who heads a group supporting veterans, is due to visit Yokosuka soon to hand over the flag to members of the Mikasa Preservation Society.
Koehler says the Marines regretfully went souvenir hunting on the Mikasa. He says he hopes the Preservation Society will display the flag on board the ship, where it belongs.
The Mikasa Preservation Society says they have no information on how the flag was kept on the battleship as many materials including documents were seized by the occupying forces.
But the society says they will welcome the return.
