「最高水準の安全へ対話を」 駐日仏大使、もんじゅ視察 福井

フランスのクリスチャン・マセ駐日大使が7日、日本原子力研究開発機構の高速増殖炉「もんじゅ」(敦賀市)を視察した。
フランスは欧州でも随一の原子力大国。原発58基が運転中で、1基が建設中、1基が計画中だ。
このうち、液体ナトリウムを冷却材に使う高速炉の原型炉「ASTRID」(出力60万キロワット)が計画中で、平成29年に着工、32年に運転を開始する予定。
昨年6月にフランス大手ゼネコンのブイグ社が参加して国内外を含む9社で設計に取りかかった。同12月には設計概要の報告書をまとめ、政府へ提出。現在、報告書を評価中だという。
この日、マセ大使は「原子力の最高水準の安全のために、日仏の対話が重要だ。今後の高速炉を研究する上で、もんじゅでどんな燃料を使っているか興味深く見てみたい」とあいさつした。このあと、ナトリウムの取り扱いを体験し、もんじゅの原子炉上部や中央制御室などを視察した。
マセ大使は8日、河瀬一治敦賀市長と面談し、関西電力大飯原子力発電所(おおい町)を視察する予定。

Controversies
Over the centuries, the House of Savoy had its share of controversies (including massacres of unarmed civilians including children and the elderly) on more than one occasion.
In April 1655, based on (perhaps false) reports of resistance by the Waldensians, a Protestant religious minority, to a plan to resettle them in remote mountain valleys, Charles Emmanuel II ordered their general massacre. The massacre was so brutal it aroused indignation throughout Europe. Oliver Cromwell, then ruler in England, began petitioning on behalf of the Waldensians, writing letters, raising contributions, calling a general fast in England and threatening to send military forces to the rescue. The massacre prompted John Milton's famous sonnet, "On the Late Massacre in Piedmont".

In 1487, shortly after the Crusades in Southern France, Pope Innocent III turned his focus to the Waldensians in Northern Italy. The group was excommunicated from the church after refusing to conform to Catholicism. The Church gave them twenty days to sell their lands and leave the town or to attend Catholic mass. When he found out that many of the townspeople had fled, he created a false uprising to send in troops. As part of the ordinance he required the townspeople to shelter the troops in their homes. The quartering order was not required, but was a way to get the troops close to the people without raising suspicion. On April 24, 1655 there was an order given to begin the attack on the people. It is said that the Catholic forces went beyond reason of attacking the Waldensians. They are reported to have unleashed an unprovoked campaign of looting, rape, torture, and murder. The estimated number of people killed was around 2,000 people killed and another 2,000 reformed to the Catholic faith. Word of the killings spread quickly throughout Europe and great efforts were made to remove any survivors from the area and bring them to safety. This events of this massacre are what lead to inspiration and writing of John Milton’s sonnet “On the Late Massacre in Piedmont.”
