Credit Suisse angst shows just how freaked out markets are right now
London CNN Business —Social media speculation that Credit Suisse was on the brink of collapse sent shares of the Swiss bank on a wild ride in recent days, as investors traded off the frenzy and bought up protection in case of a default.
But the hand-wringing over the global lender’s fortunes appears to say more about the anxious mood hanging over markets than the bank’s financial position.
Analysts say that Credit Suisse (CS) has more than enough capital on hand to meet regulatory requirements and the liquidity necessary to deal with a potential shock. Years of scandals and fines have hurt the bank’s business, but it’s not about to fail.
“From our perspective, looking at company financials at the end of [the second quarter], we see [Credit Suisse’s] capital and liquidity position as healthy,” JPMorgan Chase analyst Kian Abouhossein wrote on Monday.
That doesn’t mean there aren’t risks. The Financial Times reported that senior executives at Credit Suisse spent the weekend calling clients and large counterparties, assuring them that the bank is on solid footing. If customers start to pull their money, that could create a dangerous feedback loop.
The timing is also tricky. Credit Suisse needs to raise new funds from investors to support a turnaround plan to be announced later this month, which will include paring back its struggling investment bank.
However, a number of experts maintain that the spectacle surrounding Credit Suisse looks overdone, at least based on what we know now.
“I do not think this is a ‘Lehman moment,’” Mohamed El-Erian, an adviser to Allianz, said on CNBC on Monday, referring to the 2008 collapse of Lehman Brothers that sparked a wave of market panic during the global financial crisis.

Archegos Capital Management was a family office that managed the personal assets of Bill Hwang.[2][3] On April 27, 2022 Hwang was indicted and arrested on federal charges of fraud and racketeering.[4]
On March 26, 2021, Archegos defaulted on margin calls from several global investment banks, including Credit Suisse and Nomura Holdings,[5][6] as well as Goldman Sachs and Morgan Stanley.[7][8] The firm had large, concentrated positions in ViacomCBS, Baidu, Vipshop, Farfetch, and other companies,[9] and the firm's use of total return swaps had helped to hide its high exposure from lending banks. Its derivative contracts "exposed the firm to severe losses when the trades went bad."[9] The Wall Street Journal reported that Hwang lost $8 billion in 10 days,[10] while Bloomberg News reported that Hwang lost $20 billion in 2 days.[11]

オリンパスの粉飾疑惑、金融庁が12年前に黙殺
財テク失敗で膨らんだ最大１３００億円にも上る巨額の損失を、粉飾決算により隠してきたことが明らかとなりつつあるオリンパス。『週刊東洋経済』では、金融庁がその不正の少なくとも一部を、１２年も前から把握していたことを示す、極秘資料を入手している。
「１９９８年１２月末現在のＳＴＰ──Ｔｒｕｓｔ一覧表」。こう題された９枚から成る資料には、金融機関やメーカーなど、企業、団体の名前がズラリと並ぶ。これは損失隠しの驚くべき「顧客リスト」だ。そしてそこには、顧客の１社として、オリンパスの社名が刻まれている。
資料は欧州の証券会社クレディ・スイス・ファースト・ボストン（ＣＳＦＢ）グループが、９９年に金融監督庁（当時）の要請に従い提出したもの。ＣＳＦＢグループは、企業が有価証券投資などの失敗で抱え込んだ巨額の含み損を簿外に隠蔽する「損失飛ばし」ビジネスを手掛けていた。
金融監督庁は同グループへの検査を通じて、その実態を把握。９９年７月に「公益を害する行為」との理由から、当該ビジネスの中核的組織だった「ファイナンシャル・プロダクツ銀行」東京支店に対し、銀行免許取り消しなどの厳しい処分を下した。この検査の過程で、同グループに「飛ばし」を依頼していた６０を超える顧客企業、団体の存在が発覚したのだ。
過去に下した“クロ判定”
そのうちの１社であるオリンパス光学工業（当時）の欄には、次のように記載されている。
「契約日：９２年１月３１日、信託元本額：１４７億４０９３万４５８４円、信託種類：特定金外、スキーム：信託受益権再売買スキーム」
要するに、ここからはオリンパスが今から１９年前に信託設定によって巨額損失を信託受益権化し、それらを自社とは異なる決算期となるように組成したファンドに沈めてしまう損失飛ばしを行っていた実態が浮かび上がる。
電撃解任されたマイケル・ウッドフォード元社長の内部告発がきっかけとなり、約２０年間にわたるオリンパスの損失隠しが世に明らかとなったのは、今年１０月のこと。だが金融庁は、少なくとも１２年前には、実情の一端を明確に把握していたことになる。
資料にはさらに、オリンパスの信託受益権再売買スキームに対して、当時の検査当局が下した評定も記載されている。「真正売却したが、会計上、損失を計上しないケース」であり、「法律上疑義あり」という“クロ判定”である。
この損失飛ばし事件において、当時処罰の対象となったのは、スキームの提供者であるＣＳＦＢグループだけだった。リストに記載された６０以上の企業、団体は損失を隠蔽していた罪を問われることはなかった。
金融監督庁の検査が銀行法の違反行為を摘発するものであり、依頼主側はその適用外だったからだ。
金融庁はだんまり
そもそも飛ばしの取り締まり自体にも障壁があった。当時は厳格な連結決算が導入される過渡期であり、時価会計の適用も徹底されていなかった。そのため、企業会計制度上、こうした抜け穴的な行為の処分は必ずしも容易ではなかった。
記載されている中には、日本債券信用銀行、永代信組など、その後経営破綻という形で隠蔽損失の清算を迫られた企業も少なくない。が、その一方で、オリンパスのように損失処理を回避し続けてきた企業もある。リストには、今なお飛ばしの事実を世に知られていない、多くの会社の名が載っている。
金融庁にとっては、手出しできずに黙殺してきた案件が後々肥大化し、日本の企業史に残る大不祥事となってしまった。同庁は「関係書類が残っていないので、コメントは控える」としている。
金融庁は実態解明に向けて、当時の担当監査法人の調査などに動き出した。しかし、それを前にして今、把握していた過去の事実を振り返り、さぞかし苦い思いをしているに違いない。

在日中国大使館の李春光１等書記官（４５）が身分を偽って外国人登録証明書を更新したとされる事件に対し、益田市の福原慎太郎市長は１日の記者会見で、自身と李書記官が在籍していた松下政経塾を通じて面識があったことを明らかにした上で、「私たちは（書記官が当時所属していた）中国社会科学院日本研究所はスパイ組織みたいなもんだと言っていた。別に驚くことはない」と述べた。
福原市長は、市長就任前の２００１～０４年、松下政経塾に在籍した。会見で「（報道で）出た瞬間にあの人だとすぐ分かった」と述べた福原市長は、「（日本研究所は）共産党の下部組織みたいなもの。その人たちが来ているわけで、狙いはあるだろうなと、重々理解していた」「今の日本がスパイ天国だと言われている現状がまずい」と述べた。

All Catholic Funds Now Transferred To Vatican Bank
Aciafrica is reporting that, “Pope Francis has ordered that the Holy See and connected entities move all financial assets to the Institute for Works of Religion (IOR), commonly known as the Vatican bank. The pope’s rescript issued Aug. 23, clarifies the interpretation of a paragraph in the new constitution of the Roman Curia, Praedicate Evangelium, promulgated in March. According to Francis’ rescript, financial and liquid assets held in banks other than the IOR must be moved to the Vatican bank within 30 days of Sept. 1, 2022. The IOR, based in Vatican City State, has 110 employees and 14,519 clients. As of 2021, it looked after 5.2 billion euros ($5.6 billion) of client assets. Though commonly called a ‘bank,’ the IOR is technically a financial institute, with no branches, working within Vatican City State to provide services to clients, which include the Holy See and connected entities, religious orders, clergy, Catholic institutions, and Holy See employees.”
Aciafrica goes on to report that, “The IOR saw its number of clients decline by 472, from 14,991 clients at the end of 2020 to 14,519 in 2021. Nearly half of its clients in 2019 were religious orders. According to its annual report, the financial institution’s $19 million net profit in 2021 was also down from $44 million in 2020 and $46 million in 2019. In his Aug. 23 rescript, Pope Francis said article 219, paragraph 3 of Praedicate Evangelium ‘must be interpreted to mean that the activity of asset manager and custodian of the movable patrimony of the Holy See and of the Institutions connected with the Holy See is the exclusive responsibility of the Institute for Works of Religion.’ The decree will force Holy See institutions, including the Secretariat of State, to move their financial assets to the IOR by the end of September. The Secretariat of State is known to have had accounts in Swiss financial institutions, including Credit Suisse, through which the controversial London building investment was initially carried out. Article 219, paragraph 3 of the new curial constitution says: ‘The execution of the financial transactions referred to in §§ 1 and 2 is carried out through the Institute for the Works of Religion,’ the IOR.”
