Plane Carrying Ukrainians Arrives From China's Wuhan Amid Protests 

KYIV -- A plane carrying the first group of Ukrainians evacuated from China's Wuhan, the city at the epicenter of the deadly new coronavirus outbreak, has landed in Ukraine amid protests by residents of the eastern city of Kharkiv, where a quarantine center has been set up.

Ukrainian authorities said 45 Ukrainians and 27 foreigners, as well as medical personnel and crew members, were aboard the plane. The nationalities of the foreign citizens were not immediately known.

Ukrainian President Volodymyr Zelenskiy wrote on Facebook on February 20 that the plane carrying both Ukrainians and several foreigners made a quick stop to refuel at Kyiv's Borispil airport before landing in Kharkiv.

Zelenskiy said all the people who arrived from Wuhan will be quarantined for 14 days in the National Guard's medical center in the town of Novi Sanzhary in the eastern region of Poltava.

Local authorities they will be transported to Novi Sanzhary in heavily guarded buses.

Meanwhile, a group of Novi Sanzhary residents protesting the presence of the quarantine center in their town blocked a major highway in the region and scuffled with riot police.

Regional Governor Oleh Synehubov arrived at the protest site to try to calm the protesters.

Separately, in the western region of Lviv, protesters blocked a highway for a short time amid rumors that some of those evacuated from Wuhan could be placed in quarantine in a military hospital in the area. Local authorities denied the rumors.

Zelenskiy in his Facebook post called on Ukrainians to show respect for their returning compatriots and stop the protests.

 "The Ukrainian always remains Ukrainian. A temporary stay in Wuhan or emigration to Canada does not make him a stranger to his country," he added.

    The Ukrainian Ministry of Interior said the returnees included 45 Ukrainian citizens and 27 citizens of other countries, including Argentina, Ecuador, the Dominican Republic, El Salvador, Costa Rica, Montenegro, Panama and Israel.
    The bulk of worldwide infected cases of the virus, which stands at over 76,600, are in mainland China. At least 2,200 people have died from the virus.

    The Outbreak of COVID-19 in Ukraine
    The initial Ukrainian-related news reports on the COVID-19 outbreak were pub-
    lished in early February and referred to cases of possible transmittance of the virus
    to Ukraine. For instance, on 20 February, a chartered flight with evacuees from the
    Chinese city of Wuhan arrived in the eastern Ukrainian city of Kharkiv. From there,
    the evacuees were taken to a medical centre for a two-week observation in the rural
    town of Novi Sanzhary, where protesters tried to block the road with burning car
    tires and threw stones at the buses. The incident in Novi Sanzhary was extensively
    discussed in the Ukrainian media, and in general the protesters were depicted as vil-
    lains and remorseful sinners, whereas the evacuees were described as victims and
    referred to as “our own” (нашi) and “fellow Ukrainians.” 30 The incident became a
    point of reference in later news reports and is mentioned in ten of the sampled arti-
    cles.
    The first confirmed case of COVID-19 in Ukraine reached the news on 3 March,
    when a man living in the western Ukrainian city of Chernivtsi, and who had recently
    been travelling to Italy, tested positive for the SaRS-CoV-2 virus. On 12 March, two
    more cases were detected, one of which was a man whose wife had recently returned
    from Italy. On the same day, preschools, schools, and universities were closed, and
    the Ukrainian government imposed restrictions on mass gatherings of more than two
    hundred people. 31 From 16 March, foreigners without a residence permit to Ukraine
    were not allowed to enter the country, and from 17 March, the Ukrainian border was
    closed off for aviation, train, and buses. The authorities urged all Ukrainian citizens
    abroad to return to Ukraine, and more than fifty thousand Ukrainians crossed the
    borders into Ukraine on 17 March alone. On 26 March, President Volodymyr
    Zelenskyi announced that the Cabinet of Ministers had introduced an emergency
    regime and closure of the Ukrainian borders as of 27 March. In his speech, the
    President said:
    We are facing a difficult choice between citizens who are still abroad and the safety of
    40 million citizens domestically. Our duty as a state is to take care of every Ukrainian.
    Our diplomatic missions and Ukrainian communities abroad will care for those who
    will not be able to return in the next two days. No Ukrainian who stays abroad will be
    forgotten. We will gradually bring you back, taking into account the epidemic situation
    where you are, as well as the necessary facilities and readiness of the medical system
    for your mandatory isolation.

    This sparked another wave of Ukrainians returning home, and there were several
    news reports on chaotic conditions at the border crossings from Poland. at the end
    of april, official sources stated that more than two million Ukrainians had returned
    to Ukraine. However, others argued that the correct number was rather 450,000–
    500,000.33

    Novi Sanzhary (Ukrainian: Нові Санжари) is an urban-type settlement in Novi Sanzhary Raion (district) of Poltava Oblast (province) in central of Ukraine. Population: 8,061 (2021 est.)[1]

    History

    On 20 February 2020, the Ukrainian evacuees from China due to the COVID-19 pandemic were taken to Novi Sanzhary. They were met by protesters blocking the buses, throwing stones and engaging in violent clashes with the police.[2][3][4]

    9 policemen and one civilian were injured.[5]

    Later, Minister of Healthcare of Ukraine Zoriana Skaletska promised to join those in quarantine for 14 days.[6]

    Dr. Suprun also said she believes that the evacuation of Ukrainians from China should have taken place much earlier – by the end of January. “It is not unusual that the Ukrainians were not ready for evacuation, because no one expected that they would have to evacuate citizens from other countries,” she wrote. “The location for evacuees should have been selected in the Kyiv region. This is the safest area because there is an airport nearby; leading specialists, clinical and laboratory facilities are located in the region. Good infrastructure and hospitals are also available. For example, a Security Service of Ukraine sanatorium in Vorzel might be a good choice,” Dr. Suprun offered.

    A medical institution in the Lviv region was among those under consideration for the quarantine. This information led to local protests and a road blockade, which were strengthened by ill-conceived statements by local opinion leaders and politicians. Oleh Synyutka, former head of Lviv Oblast Administration and a current member of Parliament, wrote on Facebook: “Lviv may become the epicenter of biological danger? A rhetorical question: Why are people from the danger zone of China sent to the Lviv region?”

    Mr. Synyutka also wrote: “What is this step by a new government: recognition of the region as the most organized and prepared with responsible experts, or revenge for patriotism and a pro-Ukrainian position during election campaigns?” Meanwhile, local authorities denied rumors that a military hospital in the area would become the location for the quarantine.

    In the days after the evacuees’ arrival, Novi Sanzhary also witnessed acts of kindness. Internally displaced persons from Donetsk brought various food products to the town’s sanatorium.

    Journalist Volodymyr Runets, а reporter from Kyiv, posted this on his Facebook page: “Migrants from Donetsk arrived. They brought everything they could. ‘We have already been accused that the war is because of us,’ said the benefactors. ‘These people are being blamed for the virus.’ They [the IDPs from Donetsk] refused to be interviewed, unloaded the car and left,” wrote Mr. Runets.
