Russia Jolts Global Fertilizer Market by Seeking End to Exports

• Losing Russia would be a ‘severe supply shock’, analyst says
• Move comes as North American fertilizer prices jump 10%

Russia’s efforts to halt fertilizer exports by domestic producers threatens to shock the global market and push prices of crop nutrients to new records, exacerbating food inflation around the world.

The Ministry of Industry and Trade urged Russian fertilizer producers cut volumes to farmers due to delivery issues with foreign logistics companies, according to a Friday statement. The country, which has been facing increasing international sanctions since invading Ukraine last week, is a major low-cost exporter of every type of crop nutrient.

“Losing Russia and their large export volumes would be a severe supply-side shock to the market,” Alexis Maxwell, an analyst for Bloomberg’s Green Markets, said in an email. 

Russia’s move adds uncertainty to the global market when farmers in Brazil -- the world’s largest fertilizer importer -- are already having trouble getting nutrients for crops. The South American nation leads global exports of soybeans, coffee and sugar, so prospects of reduced availability of fertilizer and higher costs could worsen food inflation. The threat of a rail strike in Canada, the world’s top potash supplier, also raises risks of industry disruption.

The Green Markets North American Fertilizer Price Index rose 10% Friday to its highest level since December. Prices for the popular nitrogen fertilizer urea climbed another 5% in New Orleans this week after the record 29% jump for the week ended Feb. 25.

Fertilizer prices were already soaring due to Europe’s natural gas crunch that forced some producers to reduce production or, in some cases, close. Natural gas is a key ingredient in making nitrogen-based fertilizers. Elevated freight rates, tariffs, extreme weather and sanctions on Belarus, which accounts for about a fifth of the global supply of potash, also add to rising prices.

“Replacing their volumes would take nearly half a decade at the very best, and in some cases prove nearly impossible as Russia is a large source of mineral deposits found in few other global locations,” Maxwell said.

Food Prices Climb to Record as Ukraine War Roils Trade

Halted exports from Russia would mean higher costs for farmers worldwide, potentially increasing food costs when global prices have reached record highs. The United Nations’ food price index rose almost 4% to an all-time high in February. Russia is the world’s largest exporter for urea and No. 2 for potash, according to Maxwell.

“Their absence from the global market would squeeze buyers already scrambling for tons,” she said.

Top Fertilizer Maker Nutrien Says Canada Rail Strike Could Hurt Crops

Nutrien, the world’s biggest crop-nutrient producer, is asking the Canadian government to intervene and halt a potential strike at one of the nation’s largest railways, because the disruption could potentially lead to smaller harvests.

About 3,000 workers at Canadian Pacific Railway Ltd. voted in favor of going on strike March 16 if a collective bargaining agreement isn’t reached, according to their union. That would impact Nutrien’s ability to move potash, nitrogen and other crop chemicals to retail locations across Canada just ahead of spring planting, the company said. 

Without such products, harvests could be reduced just as food prices are soaring. Fertilizer supply chains are still “reeling” from impacts of everything from Covid-19 to sanctions on Belarus and Russia’s invasion of Ukraine, Nutrien said. Crop nutrient prices are at all-time highs amid concerns about shortfalls.

“The global food supply is already stretched and cannot afford further negative impacts at this time,” the company said Wednesday. “We would hope that the Canadian government will consider intervening to avert another transportation crisis.”

A disruption in rail service would have “serious implications” as global food security concerns are heightened and there is strong demand for Canadian potash, said Natashia Stinka, a spokeswoman for Canpotex, a joint venture that markets sales outside North America for Nutrien and Mosaic Co.

Meanwhile in Brazil, fertilizer disruptions are occurring. Farmers are having trouble getting crop nutrients to plant the next soybean crop due to top-supplier Russia’s invasion of Ukraine. That’s a blow to producers already dealing with surging costs.

Food Protectionism Is Spreading as Hungary Bans Grain Exports

(Bloomberg) -- Governments around the world are taking steps to safeguard domestic food supplies after Russia’s invasion of Ukraine roiled trade and sent prices of key staples soaring.

Hungary is banning grain exports, its agriculture minister told television channel RTL on Friday. Argentina and Turkey also made moves this week to increase their control over local products. And Moldova, albeit a small shipper, temporarily halted exports of wheat, corn and sugar from this month.

Protectionist measures -- which already picked up in recent years as the Covid-19 pandemic sparked worries about local supplies and high prices -- could spell more bad news for global food trade. The war in Ukraine has brought crop shipments from much of the crucial Black Sea region to a halt, heightening fears of shortages of grain and sunflower oil.

That’s adding to soaring global food inflation, increasing the chance of export restrictions, said Abdolreza Abbassian, an independent analyst. Harvest setbacks have exacerbated tight supply, with global grain stockpiles expected to drop for a fifth year.

“It’s something one has to be worried about, because we know it has happened in the past,” said Abbassian, who has tracked agriculture markets for decades. “This is already a perfect storm. You don’t need that one.”

Argentina, a major grain shipper, is creating a mechanism to guarantee wheat supplies for local millers and tame pasta prices. Top flour exporter Turkey boosted the agriculture ministry’s authority over exports of an array of goods, allowing it to make “periodical arrangements” if needed.

Hungary’s ban takes effect immediately, and a government decree will soon be published, its agriculture minister said. The country had sold about 127,000 tons of soft-wheat abroad so far this season.

Elsewhere in Europe, Bulgaria -- a much larger exporter -- is working on a system to buy grain that can be used to meet its population’s needs, the government said after a meeting with producer lobby groups on Friday.

An association of grain producers in the country had said cargoes are unofficially being obstructed from leaving ports, although the agriculture minister denied any export ban. That comes as buyers flock to alternative origins with Ukrainian ports shuttered.

“The state has the levers and mechanisms to prepare for a possible food crisis, while respecting market principles,” the Bulgarian group said earlier this week.

In other measures, top palm grower Indonesia in January moved to curb shipments to bolster domestic supply. Russia also has been taxing grain cargoes since last year and regularly issues quotas for sales. The country’s trade has been further stifled by sanctions and dangers transiting the Black Sea. On Friday, it urged fertilizer producers to halt exports.
