経歴
フレンド平和奨学会の留学生として17歳で渡米、ハーバード、コロンビア両大学で学び、卒業後、国連の国際労働機構(ILO)本部職員となり、昭和8年まで15年間勤務。その後、13年までILO東京支局長。戦後はGHQで占領時代の対日労働政策立案と施行に重用され、20年労務法制審議委員会事務局長に就任、GHQとの折衝に当たった。後、中労委事務局長、中労委中立委員を務めた。晩年は世界連邦建設同盟理事長。

日本では終戦直後に尾崎行雄ら有志の議員が「世界連邦建設に関する決議案」を国会に提出。1948年には世界連邦建設同盟が結成され尾崎行雄が会長に、賀川豊彦が副会長となって活動を開始した。また、名誉会長には戦後初の総理大臣東久邇稔彦が、第五代会長には湯川秀樹が就任している。世界連邦建設同盟は現在世界連邦運動協会と名を変えて活動している。また、協会の活動を推進するために以下の団体がある。
