英語授業、中学も英語で…２０年度から

文部科学省は１２日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、２０２０年度からの実施を目指す。
同省では、２０年度から小学校の英語教育の開始時期を現行の５年生から３年生に引き下げ、５、６年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

学校に外国人、英語力強化 都、２９年度予算要求に計上

学校生活の中で英語を使う機会を増やし、子供の英語力向上を目指す施策として、都が平成２９年度から「Ｔｏｋｙｏ Ｅｎｇｌｉｓｈ Ｅｍｐｏｗｅｒｍｅｎｔ Ｐｒｏｇｒａｍ（仮称）」（東京・イングリッシュ・エンパワーメント・プログラム）を各学校で行うことを計画していることが１５日、分かった。都が２９年度の予算要求に、１億３５００万円を計上した。
プログラムでは、英語を母国語としている外国人を各学校に配置。授業の合間や放課後も含めて、外国人と生徒が頻繁に関わって英会話ができるよう、柔軟に活用することを目的にしている。
２０２０年東京五輪・パラリンピックを目前に控え、国際都市としてのさらなる飛躍を視野に入れる都は、現在策定中の２９～３２年度までの学校教育の基本方針となる「都教育施策大綱」でも、英語を含めた外国語教育を重要施策に据えている。要求が通れば、今回のプログラムはその目玉の一つになりそうだ。
プログラムでは、生徒が授業に限らず気軽に英語で会話する機会を提供。雑談レベルから気になる社会問題なども含め、多様な英語を使う機会を増やすことを目指している。詳細は現在、検討中だが、空き教室などを使って、各学校ごとに自由な会話の場を設けることを想定しているという。
先月２７日に開かれた「都総合教育会議」の今年度初会合では、出席した教育委員から「多角的に見ることができる力を身につけると、グローバルに通用する」などの意見が出た一方、「語学はあくまで手段で、目的は（海外との）コミュニケーションだ。語学が目的になると、話はできるが中身がないということになる」との注文も付いている。
都ではプログラムをきっかけに、英語教育で課題とされることの多い英会話力の向上につなげたいとしている。
