英語授業、中学も英語で…２０年度から

文部科学省は１２日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、２０２０年度からの実施を目指す。
同省では、２０年度から小学校の英語教育の開始時期を現行の５年生から３年生に引き下げ、５、６年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

North Korea has criticized Japanese Prime Minister Fumio Kishida's ongoing trip to NATO member countries for bringing "security instability" to the Asia-Pacific region, and warned the bloc against expanding its influence in the area, state-run media said Friday.
Japan serves as a guide "introducing NATO, a legacy of the Cold War, into the Asia-Pacific region" and such a behavior is "sowing the seeds of discord" in the region, the Korean Central News Agency said, quoting an article by Kim Tong Myong, an international politics researcher, released Thursday.
Kishida is currently on a weeklong tour of five Group of Seven countries -- Britain, Canada, France, Italy and the United States, which are all NATO members -- ahead of a G-7 summit to be hosted in Hiroshima, western Japan, in May.
NATO has been "stretching its tentacles to the Asia-Pacific region to put pressure on China," the article said, while it highlighted Kishida's assertion during his meeting with French President Emmanuel Macron on Monday that the security of Europe and the Indo-Pacific region is in "inseparable relationship."
Apparently bearing in mind China's growing military clout in the region, Kishida and Macron also affirmed in their talks the significance of maintaining peace and stability in the Taiwan Strait.
Pyongyang repeated its criticism of Japan's new national security strategy adopted late last year, saying Tokyo has "completely cast away its veil of a 'pacifist state'" through its decision to acquire the capability to strike enemy bases.
The report claimed some Western countries are "actively joining Japan in its moves to become a military giant, bringing the dark clouds of instability to the Asia-Pacific region."

文部科学省は5月17日、全国の公立中学・高校を対象にした2022年度英語教育実施状況調査の結果を公表した。福井県の中学3年で「英検3級程度以上」の力がある割合は86・4％、高校3年の「英検準2級程度以上」は60・8％で、新型コロナウイルス禍に伴い調査を見送った20年度を挟み、ともに都道府県別で5回連続トップとなった。中3は、前回（21年度）の85・8％から0・6ポイント伸び、2位の東京59・5％と大きく差を付けた。
22年12月時点の状況を調査。中学は都道府県と政令市、高校は都道府県ごとに実施。全国平均は、中3で前年度より2・2ポイント増の49・2％、高3で2・6ポイント増の48・7％だった。22年度中に50％以上にするとの政府目標に届かなかったが、文科省は「着実に改善している」とした。政令市を含むと中3で「英検3級程度以上」の割合が最も高いのはさいたま市の86・6％だった。
福井県教委は、県内中高生の英語力の高さについて、16年から英検やGTEC（ジーテック）など外部検定の受験料を補助し結果を学習改善に生かしていることや、全ての中学校に外国語指導助手（ALT）を配置していることなどが要因とみている。
高3の「英検準2級」以上の都道府県別は、2位富山県60・5％、3位石川県57・7％と北陸が並んだ。また、今回初めて高3の「英検2級以上」も調査し、福井県は26・0％で5位だった。福井県教委は「書く力が課題で、グローバルに活躍するためには、相手を説得できる高度な論理構成や語彙力が必要」とした。

Ukraine has accused Russia of blowing up the dam. This seems the most logical explanation, as Russia probably feared that Ukraine would use it to get troops across the river in its latest counter-offensive.
Destruction of the dam may have other consequences.
A vital channel carrying water from the Dnipro to Russian-occupied Crimea, which starts at Nova Khakovka, is likely to be affected, as well as the nuclear power station at Zaporizhzhia, which sits on the bank of the Dnipro around 160km upstream.
In a statement this morning, Andryi Yermak, head of President Zelensky’s office, said Russia would be responsible for depriving the people of Crimea of drinking water and said Russia’s actions “pose a threat to the ZNPP” (Zaporizhzhia nuclear power plant).
