英語授業、中学も英語で…20年度から

文部科学省は12日、中学校の英語授業を原則として英語で行う方針を決めた。高校では今年度から英語で授業が行われているが、生徒に実践的な英語力を身に着けさせるため、より早い段階から実施することにした。指導体制を強化するため、英検などの外部試験を活用し、都道府県ごとに中高の教員の「英語力」を公表する仕組みも設ける。年明けから同省の有識者会議で検討し、2020年度からの実施を目指す。
同省では、20年度から小学校の英語教育の開始時期を現行の5年生から3年生に引き下げ、5、6年生では英語を正式な教科とする方針を決めている。現在の中学校の学習内容を一部取り入れ、基礎的な読み書きを学ぶため、中学校から英語による授業が可能になると判断した。

小学校英語教育を全国から視察

来年春から小学校で始まる英語の「教科化」に向けて全国に先駆けて今年度から英語教育を充実させている県内の小学校の授業を全国の教員らが視察する研修会が行われました。
新しい学習指導要領に基づき、来年の春からは小学5年生以上で、英語が正式な教科となりますが、県内の小学校では全国に先駆けて今年度から3・4年生で週1時間、5・6年生では週2時間の英語教育が行われています。
こうした福井県の取り組みを参考にしようと全国の小学校の教員など170人あまりが視察する研修会が27日行われ、このうち福井市の円山小学校には30人が訪れました。
参加者たちは授業中は教員と児童がほぼ英語だけでコミュニケーションをとっている様子や、児童が簡単な英単語を使って積極的に自己紹介する様子などを見学していました。
県教育委員会によりますと、小学校では、中学校とは違って担任の教員1人がほぼすべての教科を教える仕組みなので、英語が専門ではない教員が分かりやすく授業を行うノウハウをどのようにして身につけていくかかが課題になっているということです。
英語の授業を行った円山小学校の米村佑太教諭は、「専門は社会で英語を使う機会は少なかったが経験を重ねて上達してきたと感じている。子どもが楽しく英語を学べるよう工夫をこらしていきます」と話していました。
