黒塗りせず「昭和天皇実録」公刊へ…宮内庁方針
宮内庁が２４年がかりで編修作業を進めている昭和天皇の生涯の動静を記録した「昭和天皇実録」が今春にも完成し、新年度から順次、公刊される見通しとなった。
戦前から戦中、戦後の激動期を含めた昭和天皇の初の包括的公式記録で、一部を消す「黒塗り」はしない。新資料も含まれ、昭和史研究の基礎資料として専門家が注目するだけでなく一般にも高い関心を呼びそうだ。
天皇実録は元々、完成時の天皇に献上するために作られており、ほぼ同時期の公刊はされてこなかった。明治天皇紀は１９３３年（昭和８年）に完成したが、刊行は３５年後の６８年から。大正天皇実録は、情報公開請求により、完成から約６５年後の２００２年から１１年まで、４回に分けてようやく公開された。当初宮内庁は、昭和天皇実録の早期公開に消極的だったが、「国民の財産でもあり、昭和天皇の事績を広く知ってもらうべきだ」として方針転換。公刊に伴う費用として２０１４年度予算に６００万円を盛り込んだ。
昭和天皇実録は、誕生（１９０１年）から、８７歳での崩御（８９年）、大喪儀の終了（９０年）までを記録の対象とし、昭和天皇の活動や言動を、月日を追って（編年体）記録したもの。参考にされるのは、侍従の日誌や、侍医の拝診録、歴代首相の日記、当時の報道のほか、宮内庁が約５０人の側近から聞き取った内容や公になっていない側近の日誌など多岐にわたる。

A Swedish international financial official, who later became the third managing director of the International Monetary Fund, engaged in secret maneuvers to help end World War II from neutral Switzerland at the request of his Japanese colleagues, declassified documents from Princeton University show.
In July 1945, Per Jacobsson, a senior official at the Basel-based Bank for International Settlements, secretly approached Allen Dulles, an official in the U.S. Office of Strategic Services, to act as a mediator between Japan and the United States.
Despite Dulles’ reports on Japanese proposals to then U.S. Secretary of War Henry Stimson, negotiation efforts failed partly because Kojiro Kitamura and Kan Yoshimura, Jacobsson’s BIS colleagues who requested the discussions, were deemed noninfluential with the Japanese government.
Kitamura, then Japanese director of the BIS, and Yoshimura, head of the bank’s foreign exchange department, launched the covert plan while maintaining contact with Shunichi Kase, then envoy to Switzerland.
Kitamura and Yoshimura held intense talks with Jacobsson from July 10 to 13, according to the documents from the Seeley G. Mudd Manuscript Library at Princeton University in New Jersey.
The talks resulted in the compilation of Kitamura’s proposal that the Imperial family be secured and the Constitution of the Empire of Japan, promulgated in 1889, be preserved. Dubbed the Meiji Constitution, it referred to the nation’s emperor as “sacred and inviolable.”
Jacobsson compiled a report of the discussions in a memorandum to Dulles. Jacobsson reported that he insisted no negotiations would be possible without Japan’s unconditional surrender. He also proposed that Japan release half a dozen imprisoned U.S. soldiers and prisoners of war over the age of 45 as a move of “good faith.”
In the memo, the Swedish official also said he told his Japanese colleagues that although he thought the Allied Forces did not want to oust the Japanese Imperial family, it would be difficult to obtain a statement confirming that thought, which could only be issued by U.S. President Harry Truman and British Prime Minister Winston Churchill.
According to Kitamura’s proposal, he and Yoshimura were trying to sound out Truman’s personal opinion about the status of the Imperial family and the Constitution should Japan agree to an unconditional surrender.
Following the talks, Jacobsson traveled to Wiesbaden, Germany, on July 14 to 15 and handed the documents to Dulles, who had been touted for his success in striking a peace deal with German forces in northern Italy in March 1945.
Meanwhile, the OSS, the predecessor to the Central Intelligence Agency, had received information that proved to be disadvantageous to the secret negotiations. According to a declassified OSS document, an agent said that Kitamura was “putting out a trial balloon without much authority or backing.”
“He has been away from his home too long to carry much weight there. Further, I doubt whether a financial man would be given much of a hearing today in that particular country,” the agent wrote.
At the time, the Japanese government was giving top priority to its talks with the Soviet Union, with which Japan signed a neutrality pact in 1941. Japan wanted the Soviets to act as an intermediary in any peace deal between Japan and the Allied Forces.
But Soviet leader Joseph Stalin had promised the Allies that the Soviet Union would attack Japan within 90 days of the surrender of Germany.
Germany surrendered to the Allies in May 1945, and the Soviet Union declared war on Japan on Aug. 8 that year.
Dulles traveled to Potsdam in eastern Germany on July 20 and relayed the proposals from Kitamura and Yoshimura to Allied leaders gathered to discuss how to end the war, according to the documents.
But in a statement of personal impressions dated July 15, Dulles questions the credibility of the two Japanese financial officials in the eyes of their government.
In the end, he did not receive a reply to the proposals from Stimson in Potsdam. He later wrote he did not expect an answer as Stimson could not make the decision alone.
Overall efforts to stop the war on the Pacific theater hit a snag after the Potsdam Declaration was issued July 26, in which the Allied countries demanded the unconditional surrender of Japan.
Dulles, who later headed the CIA, wrote in the foreword to a report on Jacobsson’s role in surrender negotiations with Japan that when he met with Stimson on July 20, he did not know the U.S. had successfully tested an atomic bomb July 16 and planned to drop one on Hiroshima on Aug. 6.
“One wonders whether, if the Japanese negotiators had come a little earlier and had been more clearly authorized to speak for their government, that explosion would have taken place,” he wrote."

Mr. Hopkins inquired whether the Marshal thought the Japanese would surrender unconditionally before they were utterly destroyed to which Marshal Stalin replied in the negative.
Mr. Hopkins then asked whether the Marshal had any views concerning the Emperor and whether he thought Hirohito was closely linked up with the military caste.
Marshal Stalin said he did not think Hirohito as a person was important; he was not a leader but merely a figurehead. He added, in reply to Mr. Hopkins’s question concerning the institution of the Emperor that he felt it would be better to do away with the post of Emperor since while the present incumbent was not an energetic leader and presented no great problem he might be succeeded at some time in the future by an energetic and vigorous figure who could cause trouble. He therefore felt it would be wiser to do away with the institution of the Emperor. Marshal Stalin said that in regard to the occupation of Japan he had no definite plans. He said, however, that Japan should be occupied. Japan was doomed and they knew it and already so-called Republican movements were beginning to arise behind the scenes which were attempting to play up to the Soviet Union in the hope that they could split the Allies. He said according to his information the Japanese would not accept unconditional surrender which would involve their giving up their military and naval establishments and personnel which would put their political leaders at the mercy of the Allies. He said he thought they might attempt conditional surrender in order to retain intact their military cards and, as Germany had done, prepare for future aggression. He said the Japanese had been much impressed with what had happened to Germany and their one desire was to preserve a future nucleus in order to obtain revenge.
Marshal Stalin said that war such as the present could only happen once in a hundred years and it was better to take advantage of it and utterly defeat Japan and cope with the military potential and in that manner assure fifty to sixty years of peace. He said the Japanese military were infected with anti-European and anti-American jingoism and that they would never rest until they could take revenge on those who had defeated them. He said there was one other possibility and that would be to accept a conditional surrender and then subsequently to impose in stages successively harsher terms which would cope with the Japanese military potential. In other words unconditional surrender by stages. He said he did not exclude this latter possibility.

Marshal Stalin said that he had no precise information but he was judging from what had been overheard of the discussions in the Japanese Embassy here and information from Japan.

Mr. Grew: The Department has received from OSS,88 which apparently has a contact with the Vatican, a series of reports in regard to Japanese negotiations, beginning in early January, 1945, with the Vatican looking toward mediation by the Pope in the war in the Pacific. In the beginning it appears that the requests for mediation were made by Japanese “industrialists” to Catholic dignitaries in Japan, including Mgr. Marella, the Apostolic Delegate in Tokyo, and Mgr. Doi, a Japanese Catholic Bishop. More recently, however, it appears that the Japanese Government is involved, as negotiations are now being conducted at the Vatican by the Japanese Minister (Ken Harada) and his assistants.
The alleged Japanese minimum demands, which included Japanese retention of Hongkong and Hainan, an independent Philippines, dominion status for British India and the Netherlands Indies, and recognition of Japan’s “privileged position” in the Far East, were considered by the Vatican to be too far from the minimum demands (a return to the status quo ante 1937) which the Vatican believed that the Anglo-Americans would consider, to make mediation at all hopeful of success. The Pope therefore refused to attempt to mediate unless the Japanese demands could be brought closer to what it was hoped would be considered by the Allies.
On January 17 Masahide Kanayama, a Secretary of the Japanese Legation at the Vatican, urged upon a group of Vatican officials that mediation be started before the meeting of the Big Three because Japan expects that Far Eastern questions will be discussed at the meeting.89 It is represented that Japan expects that Stalin will be asked to denounce the Russo-Japanese Neutrality Pact90 and to place Soviet airfields at the disposal of the Anglo-American forces; and [Page 476]that Japan expects Stalin to ask that a serious attempt at mediation be made before these steps are taken, and to offer to act himself as mediator. Kanayama therefore hoped that the Pope would be the first to attempt to mediate (presumably because it is expected that Stalin’s price for mediation would be distasteful to the Japanese). The Vatican officials, however, insisted that the Japanese Government offer terms which would be closer to those expected of [by?] the Allies before the Holy See undertakes mediation. Kanayama said that he would communicate this view to his Government.
Later Harada informed the Vatican that the Japanese Ambassador at Moscow91 is negotiating with the Kremlin for the continuation of the existing Russo-Japanese Neutrality Agreement, in return for which continuation Japan will denounce the Tripartite and Anti-Comintern Pacts,92 will break completely with Germany, and will abolish Anti-Communist control in Japan.
These OSS reports are sufficiently circumstantial and sufficiently correct in detail to render it possible that they be given some credence. FE93 will continue to give its close attention to this matter and will not fail to report further developments.

稲田元侍従長の備忘録については今回が初出だ。どう扱うかは今後相談をしてからになると思う。 「ＮＨＫスペシャル 戦後７０年 ニッポンの肖像－日本人と象徴天皇－」の稲田元侍従長の備忘録の件に補足をしたい。昭和天皇がなぜ退位しなかったかというくだりの理由そのものについては、元侍従長の徳川義寛さんが遺したメモの中に、「稲田侍従長が承った要旨」として「退位すると混乱に陥るし、マッカーサーからも退位しないよう連絡があった」という趣旨の話が書かれてあり、公刊もされている。あの文章そのものは初出だが、事実が稲田元侍従長本人の備忘録からも確認できたという経緯だ。

2. Tenno (The Emperor)
To the Japanese the Emperor is sacred. He is a demigod. They call him "Tenno Heika," the "heavenly king." He is never referred to by name, but merely as the "Tenno." In fact, the people mention the Emperor only rarely, and then in whispers. That is because he is considered sacred above everything else.
A modern Japanese version describes the relations between the Emperor and the people as follows:
"They may be likened to those between the trunk and branches of a gigantic tree. If we were to trace the genealogy of each Japanese subject we should find that he belongs to a family which centuries ago was either a direct or indirect offshoot of the Imperial family."
Prince Ito who wrote Japan's constitution said of the Emperor:

"The sacred throne was established at the time when the heavens and earth became separated." In Japan that means when the universe was founded, because it is supposed that earth and heaven were separated in the beginning. He continued:
"The Emperor is heaven-descended, divine and sacred; he is preeminent above all his subjects. He must be reverenced and is inviolable. He has indeed to pay due respect to the law, but the law has no power to hold him accountable to it. Not only shall there be no irreverence for the Emperor's person, but also shall he not be made a topic of derogatory comment nor one of discussion."
Ito wrote those lines 50 years ago but the Japanese people have clung to his teaching. Ever since, the war lords have used the Emperor to promote their own schemes of conquest. He has been their tool. They have used him to stir the Japanese people to new heights of fanaticism.
To sum up, to the Japanese, the Emperor is a demigod, as well as their political ruler. He is religion and politics in one. No one can stand above him or look down on him. When he passes through the streets, blinds must be tightly drawn on all windows above the first floor. He cannot be imitated. Only the imperial family may own a maroon car. No one can

touch him. All things emanate from the Emperor - the crops, life, victory. It is in the name of the Emperor that Japan set out to bring "peace, enlightenment, truth, justice, and coprosperity" to the rest of the world.

Almost a century ago the President of the United States addressed to the Emperor of Japan a message extending an offer of friendship of the people of the United States to the people of Japan. That offer was accepted, and in the long period of unbroken peace and friendship which has followed, our respective Nations, through the virtues of their peoples and the wisdom of their rulers, have prospered and have substantially helped humanity.
Only in situations of extraordinary importance to our two countries need I address to Your Majesty messages on matters of state. I feel I should now so address you because of the deep and far-reaching emergency which appears to be in formation.
Developments are occurring in the Pacific area which threaten to deprive each of our Nations and all humanity of the beneficial influence of the long peace between our two countries. Those developments contain tragic possibilities.
The people of the United States, believing in peace and in the right of Nations to live and let live, have eagerly watched the conversations between our two Governments during these past months. We have hoped for a termination of the present conflict between Japan and China. We have hoped that a peace of the Pacific could be consummated in such a way that nationalities of many diverse peoples could exist side by side without fear of invasion; that unbearable burdens of armaments could be lifted for them all; and that all peoples would resume commerce without discrimination against or in favor of any Nation.
I am certain that it will be clear to Your Majesty, as it is to me, that in seeking these great objectives both Japan and the United States should agree to eliminate any form of military threat. This seemed essential to the attainment of the high objectives.
More than a year ago Your Majesty's Government concluded an agreement with the Vichy Government by which five or six thousand Japanese troops were permitted to enter into Northern French Indo-China for the protection of Japanese troops which were operating against China further north. And this spring and summer the Vichy Government permitted further Japanese military forces to enter into Southern French Indo-China for the common defense of French Indo-China. I think I am correct in saying that no attack has been made upon Indo-China, nor that any has been contemplated.
During the past few weeks it has become clear to the world that Japanese military, naval, and air forces have been sent to Southern Indo-China in such large numbers as to create a reasonable doubt on the part of other Nations that this continuing concentration in Indo-China is not defensive in its character.

昭和天皇とバチカン…幻の終戦工作
３８年ぶりに来日したローマ・カトリック教会、フランシスコ教皇（８２）は、被爆地の長崎、広島を訪れ、核兵器廃絶を訴えた。実は、７４年前、そのバチカンを舞台にした終戦工作があった。１９２１年、昭和天皇の初めての外国訪問はヨーロッパで、その際、バチカンにも立ち寄り教皇ベネディクト１５世と会見していた。この時の経験が、２０年後に生きてくる。１９４１年、真珠湾攻撃の２カ月前、昭和天皇は側近に「戦争終結の場合の手段を、初めより充分考究し、ローマ法皇庁（バチカン）との親善関係につき、方策を樹つるの要あるべし」と指示していた。昭和天皇は、開戦前に、戦争を終わらせる道筋を考えていたのだ。フランシスコ教皇の側近で、昭和天皇とバチカンの関係を知る元上智大学副学長・オロリッシュ枢機卿は「戦争を始める時には“戦争の出口”も作らなければならない。昭和天皇も“戦争の出口”を作りたかったのではないか」と話す。ではなぜ、“戦争の出口”の舞台がバチカンだったのか。
全世界に１３億人の信者を抱えるカトリック教会の総本山がバチカン。昭和天皇独白録によると「昭和天皇はローマ法皇庁（バチカン）の全世界に及ぼす精神的支配力の強大なることなどを考えて（公使派遣を）要望した」という。この昭和天皇の意向を受け、１９４２年４月に初めてバチカンに日本大使館が置かれた。しかし、公使として着任したのはフランスの日本大使館にいた原田健参事官だった。就任した原田公使は“終戦工作のため”という昭和天皇の考えを聞かされていなかった。
バチカンを舞台に事態が動いたのは、日本の敗戦が濃厚となった１９４５年の初夏。アメリカの諜報部員、マーティン・キグリーが動き出した。キグリーの特別任務は、日本の降伏を実現する対話の道が開けないか、時期をみて探るというものだった。キグリーは、バチカンの外交官・ヴァニヨッツイ司教に「戦争を早期に終結できれば、どれほどためになるかをお考え下さい」と、日本への仲介を頼んだ。平和を希求するバチカンの外交官としてヴァニヨッツイ司教は、すぐさまアメリカ側の提案を日本側に伝えたが、原田公使は半信半疑だった。数日迷った末、１９４５年６月３日付で電報を打ち、終戦に向けた交渉を行いたいというアメリカ側の意向を東京に伝えた。しかし、東京から返事はなかった。
原田公使は、キグリーからの２回目のメッセージを、再びバチカンの外交官を介して受け取った。原田公使は６月１２日付で『米側の公の地位に在る者と日本とを非公式且つ極秘裡に会談せしめ、両者の接近を図らんとしたるものなり』というキグリーの言葉を東京に送った。しかし、これにも反応はなかった。名古屋大学大学院の河西秀哉准教授は「当時、日ソ中立条約が締結されていたので、アメリカとの交渉の仲介というのはソビエトにしてもらうということに決まっていた。決まっていたからこそ反応しなかったと思う。その（原田公使の）電報自体も昭和天皇にあげなかったと考えられる」と指摘する。
原田公使が電報を送った２カ月後、広島と長崎に原爆が投下され、悲惨な戦争が終わった。戦後、キグリーは著書に「これが成功していれば、戦争の終結を６週間早め、原爆の使用を回避できたかもしれない」と書き残している。敗戦の翌年、昭和天皇は側近に「開戦後、法皇庁（バチカン）に使節を派遣した。之は私の発意である。充分なる活動の出来なかった事は残念な事であった」と漏らしている。原田公使が昭和天皇の考えを知ったのは帰国した後だった。その後、どういうめぐり合わせか、宮内庁式部官長として昭和天皇に仕えることになった。原田式部官長は「戦後、木戸（幸一）日記で初めて知った。陛下（昭和天皇）が和平の準備のために必要だと強く主張されて、バチカンに大使館が置かれたということを。私は何のお役にも立てなかった」と語っている。オロリッシュ枢機卿は「昭和天皇はローマ法皇庁（バチカン）が中立であることをよくご存じだった。“戦争の出口”を作りたい場合は、中立の政府を通すことしかできない。でも、できなかったということは、とても残念。できなかったということは、広島、長崎が大変なこととなった」と語る。

白洲次郎氏のこの言葉に象徴されるような思いを当時の日本人は共有していたからこそ、戦後復興はなし遂げられたのです。

長い歴史の中で飛行機に初めて乗った天皇は昭和天皇でした。１９５４（昭和２９）年８月２３日。「全国巡幸」で訪ねた北海道の帰路、昭和天皇が香淳皇后と共に、初めて飛行機に乗り、羽田空港に降り立ちました。皇室と空の旅には知られざるエピソードがあります。４回にわたり皇室と飛行機、そして外国訪問の意外な関係を振り返ります。（日本テレビ客員解説委員 井上茂男）
■天皇は海外に出ることができなかった
天皇は国事行為を託して海外に出ることができませんでした。
戦後、憲法第４条第２項に「天皇は、法律の定めるところにより、その国事に関する行為を委任することができる」と規定されましたが、その「法律」がなかったのです。１９６４（昭和３９）年５月、「国事行為の臨時代行に関する法律」が施行され、天皇は国事行為を託して外国に出ることができるようになりました。
香淳皇后は外国に出たことがなく、昭和天皇は一緒に外国を旅行したいという希望を持っていました。昭和天皇７０歳。宮内庁は年齢を考えて慎重でした。実現したのはそれから７年後の１９７１（昭和４６）年です。前に紹介したオーロラが彩りを添えたヨーロッパ訪問です。
■水面下で動いた高松宮ご夫妻
この旅の実現に向けて動いた皇族がいました。高松宮ご夫妻です。高松宮さまは日本・ベルギー協会の名誉総裁でした。
『高松宮宣仁親王』（『高松宮宣仁親王』伝記刊行委員会編、朝日新聞社）と、高松宮妃喜久子さまの著書『菊と葵のものがたり』（中央公論新社）に興味深い秘話が記されています。
１９７０（昭和４５）年４月、ベルギーのボードワン国王の弟のアルベール王子（後のアルベール２世国王）が大阪万博のために来日しました。この時、喜久子さまは外務大臣主催の晩餐会で王子の隣の席で、王子に「皇后さまは一度も外国を訪問されたことはない」と話しました。王子は驚き、「兄に話して何とかいらっしゃれるようにする」と応じたそうです。喜久子さまは高松宮さまに「口火は私が切りましたから、あとはお願いよ」と託し、高松宮さまと王子との間で書翰が行き来します。その頃、喜久子さまは吉田茂元首相を大磯に訪ねて「なんとかならないでしょうか」と助力を頼み、佐藤栄作首相に話が行ったようです。
『昭和天皇実録』の１９７０（昭和４５）年４月１７日には、昭和天皇が王子のために昼食会を催したことに続き、ボードワン国王から７月２２日付で「天皇・皇后の御訪問を希望する」という親書が届いたことや、昭和天皇が９月５日付で「外国旅行を可能とする機会が到来した場合には、皇后と共にブリュッセルを訪問できることを期待したい」という返事を送ったことが記されています。
ボードワン国王と昭和天皇のやり取りは、高松宮ご夫妻の動きと符合します。外国訪問は政府が決めることですので、皇族が水面下で動き、ベルギー王室が協力していたのは驚きです。

1945年（昭和20）12月15日、日本占領の連合国最高司令部（GHQ）より、「国家神道・神社神道ニ対スル政府ノ保証・支援・保全・監督及ビ弘布(こうふ)ノ廃止ニ関スル件」との標題で、神道・神社を国家より分離することを指令した覚書のこと。これにより、従来の神社の国家管理制、公教育の場での宗教教育、国家・地方公共団体が宗教儀式を行うことなどが禁止された。52年講和条約発効とともに、効力はなくなったが、趣旨は日本国憲法に継承されている。

エリザベス英女王の死去を受け、ジュリア・ロングボトム駐日英大使は14日、東京都内の英国大使館で記者会見した。「日本中から寄せられるお悔やみのメッセージに感極まった」と謝意を示し、「女王陛下に対する敬意と愛情を目の当たりにした。皆さまの気持ちに身の引き締まる思い」と語った。
女王の死が報じられてから、大使館や大阪の総領事館には1日数百人にのぼる弔問客が訪れ、花やメッセージを手向けているという。
大使は英王室と日本の皇室の交流の歴史に触れ「女王の70年の在位期間中、日英関係は深化した」と意義づけた。1953年、女王の戴冠式に当時皇太子だった上皇さまが出席。昭和天皇や上皇さまは国賓として英国に招かれ、天皇陛下も英国留学中に英王室と交流するなど、3代にわたり親交を深めた。大使は「今は悲しみの時だが、女王が残したレガシー（遺産）に感謝する時でもある」と女王の功績を強調し、「人間的な温かみで人々をつなぐ力があった」と人柄をしのんだ。

ペール･ヤコブソン国際決済銀行(BIS)経済顧問(肩書は当時、以下同)を仲介に進めたスイスでの秘密和平工作の全容が十六日判明。
米側責任者のアレン･ダレス戦略事務局(OSS)欧州支局長が｢危険を冒すことが最も安全な方策｣と述べ、天皇制維持を容認する方針を早くから日本側に示唆していたことが明らかになった。 日本は天皇制維持を降伏の譲れない条件としていたが、ダレス氏の示唆を受けて迅速な対応をすれば、原爆投下も含めて終戦前後の展開が大きく変っていた可能性がある。 ヤコブソン工作は米公文書などを基に一部が報じられていたが、スイス･バーゼル大学図書館にヤコブソン氏の膨大なメモや日記が保管されてた。 同工作は、米側がスティムソン陸軍長官ら、日本側は梅津美治郎･陸軍参謀総長と東郷茂徳外相ら双方のトップクラスが把握していた。 メモなどを総合すると、米側はダレス氏と OSS スタッフが、日本側は横浜正金銀行の北村孝治郎 BIS 理事と吉村侃 BIS 為替部長が、一九四五年七月四日から八月初旬まで一カ月以上、ヤコブソン氏と接触を続けた。 接触では北村、吉村両氏は天皇制と明治憲法の維持の確約を求めたが、ダレス氏は七月十五日のヤコブソン氏との第一回会談で｢危険を冒すことが最も安全な方策だ｣と述べ、天皇制維持を事実上容認するメッセージを送った。 会談を終えたダレス氏は、ヤコブソン工作を｢現段階で最も重要な案件｣と位置付けた。
ダレス氏はポツダム会談開催中の七月二十三日、ヤコブソン氏と二回目の会談を行い、
(1)和平工作はヤコブソンルートに限定すべきだ
(2)これ以上の戦死者を防ぐため、工作を進めなければならない―と語り、強い意欲を見せた。
しかし日本側はスイスに政府代表を送るかどうかなどでもたつき、米国は八月に入り広島と長崎に原爆を投下、さらにソ連が参戦し工作は失敗に終わった。
終戦直後、ダレス氏はヤコブソン氏に書簡を送付。交渉が｢日本の最新情勢を判断するに当たり有益だった｣として、米国が日本の降伏条件を判断する際に役立ったことを指摘した。

同じ無条件降伏にしても｢陸軍と海軍の無条件降伏｣に限定し、天皇制存続に道を開くよう求めた。 ヤコブソン氏はこれに対し、ダレス氏の意向をくみ、天皇制を維持したいなら無条件降伏が一番の早道だと主張する。｢国家を救うよりも体面を保つことが重要なのか｣と痛烈な指摘もした。 日本の意図に懐疑的なダレス氏には、東京の意向が明確でないのに｢(交渉は)日本の公式の立場だ｣と述べるなど、米政府に｢はったり｣をかましつつ、トルーマン米政権が工作を重視するよう説得した。 交渉当事者がいら立ちを感じたのは｢東京の対応｣だ。梅津美治郎･陸軍参謀総長と東郷茂徳外相に工作内容が逐一伝えられていながら、公式交渉に格上げするための訓令が届かない。
八月に入り原爆投下、ソ連参戦と続き、事態が急展開する中で、工作は｢自然消滅｣した。

皇室と英国王室との交流は１８６９年（明治２年）まで遡る。英ビクトリア女王の息子・アルフレッド王子が王室から初めて来日し、明治天皇と面会した。この王子の来日を機に、皇室では英王室から海外賓客のもてなし方など外交儀礼の多くを取り入れた。

英国の 戴冠たいかん 式に皇室から初めて派遣されたのは１９０２年（明治３５年）の小松宮 彰仁あきひと 親王。この時は国王エドワード７世が病気で戴冠式が延期されたため、参列はしなかった。
続いて１１年（明治４４年）のジョージ５世の戴冠式には東伏見宮 依仁よりひと 親王が、３７年（昭和１２年）のジョージ６世の戴冠式には昭和天皇の弟の秩父宮がそれぞれ夫妻で参列した。
日本の皇太子が初めて英国戴冠式に参列したのは５３年（昭和２８年）。１９歳の上皇さまがエリザベス女王の晴れ舞台を見守られた。第２次世界大戦による反日感情が残っていたが、上皇さまは戦争の傷痕に向き合い、関係修復に努められた。
今回は、前例を踏襲し、天皇陛下の代理として皇太子待遇の皇嗣である秋篠宮さまが参列された。
一方、チャールズ国王は皇太子時代、日本の平成（１９９０年）と令和（２０１９年）の天皇の即位の礼に参列している。
名古屋大の河西秀哉准教授（日本近現代史）は「皇室にとって英国王室は特別な存在であり、国民との触れ合いを大切にするなど模範とした部分は多い。皇嗣の秋篠宮さまの派遣は、１５０年に及ぶ友好関係を重視した表れだ」と話す。"

戦後、旧満州から引き揚げる際、不法な暴力によって妊娠した女性たちが中絶手術を受けた福岡県筑紫野市の保養所の跡地で14日、水子供養祭が行われました。
供養祭は筑紫野市の特別養護老人ホーム「むさし苑」にある水子地蔵の前で行われました。
この場所には、戦後、旧満州や朝鮮半島などから引き揚げる途中、ソ連軍などから暴行された女性たちに中絶手術や治療が行われた二日市保養所がありました。

1947年に施設が閉鎖されるまでの間、少なくとも200人が中絶手術を受けたとされ、供養祭では水子地蔵や「仁」の文字が刻まれた石碑の前に病院の関係者やホームの職員などおよそ40人が集まり、次々に焼香し手を合わせていました。
5歳の時に引き揚げを経験したという大野城市の尾崎満知子（83）さんは「私が当時、子どもでなかったら、おなかに目の色が違う子を抱えて帰ってきたのではと思います。ここで水子供養があると知ってから、ずっとお参りにきています。戦争は本当にだめだと深く感じています」と話しました。
供養祭を主催した済生会二日市病院の壁村哲平院長は「亡くなられた水子の霊をおまつりするのは大事だと思います。今後どういう形になるか分からないけれど、続けていくことが非常に大事だと思います」と話していました。

1 日前 —...とはいえ、戦前ということばはたやすく使われすぎてもいる。なんでも戦前と認定しながら、あまりに戦前を知らない。残念ながら、歴史を生業とする物書きでもしばしばこの陥穽にハマっている。 現在と戦前の比較は、類似のみならず差異にも注意を払うべきである。なんでもかんでも戦前認定することは、かえって戦前のイメージを曖昧にし、貴重な歴史の教訓を役立たないものにするだろう。 わかりやすい例として、「安倍晋三は東条英機のような独裁者だ」という批判を考えてみよう。よく耳にした比較だが、かならずしも適切とはいいがたいものだった。 大日本帝国憲法のもとでは首相に権限が集中しにくく、かえって軍部の暴走を招いた面があった。根っからの軍事官僚で法令の条文に固執した東条もこれに苦慮しており、陸軍大臣や参謀総長などを兼任することで、なんとか自らのもとに権限を集めようとした。独裁者と呼ばれたゆえんだが、それでもかれは、戦時中に首相の地位を追われてしまった。 -AD- 戦後、このような戦時下の反省もあって、首相にさまざまな権限が集約されたのである。そのため、この傾向を戦前回帰と呼ぶのはあまりに倒錯している。 筆者はここで、同じく昨年、凶弾に斃（たお）れた安倍元首相が唱えた「日本を取り戻す」「美しい国」というスローガンを思い出さずにはおれない。それはときに戦前回帰的だといわれた。 だが、本当にそうだっただろうか。靖国神社に参拝しながら、東京五輪、大阪万博を招聘し、「三丁目の夕日」を理想として語る──。そこで取り戻すべきだとされた「美しい国」とは、戦前そのものではなく、都合のよさそうな部分を適当に寄せ集めた、戦前・戦後の奇妙なキメラではなかったか。 今日よく言われる戦前もこれとよく似ている。その実態は、しばしば左派が政権を批判するために日本の暗黒部分をことさらにかき集めて煮詰めたものだった。 つまり「美しい国」と「戦前回帰」は、ともに実際の戦前とはかけ離れた虚像であり、現在の右派・左派にとって使い勝手のいい願望の産物だったのである。これにもとづいて行われている議論が噛み合わず、不毛な争いに終始せざるをえないのは当然だった。 このような状態を脱するためには、だれかれ問わず、また右派にも左派にも媚びず、戦前をまずしっかり知らなければならない。 ＊ さらに、【つづき】『日本人が知っておくべき「戦前の正体」…「神話」からみる戦前の「本当の姿」』では、戦前とは何だったのか、神話と国威発揚との関係を通じて、戦前の正体についてくわしくみていく

ローマ教皇と昭和天皇が交わした複数の親書 バチカンに保管

戦後、日本が主権を回復した1952年にローマ教皇と昭和天皇が交わした複数の親書がバチカンに保管されていることが分かりました。教皇が日本の主権回復を祝ったのに対して、昭和天皇が感謝の意を示した内容などが含まれていて、国際政治史に詳しい専門家は、戦後の両国の関係を研究するうえで貴重な史料だとしています。
保管されていたのは、1952年にローマ教皇のピウス12世と昭和天皇が交わした複数の親書で、国際政治史が専門の日本大学の松本佐保教授が、ローマ教皇庁があるバチカンの使徒文書館でおととし公開された機密文書を調査して確認しました。
このうち、1952年10月にピウス12世が昭和天皇に宛てた親書では、この年の4月にサンフランシスコ平和条約が発効して日本が主権を回復したことや、当時、皇太子の上皇さまの成年式などが行われることを祝うことばが記されています。
これに対する昭和天皇の親書には、「祝意に対し、わが皇室並びに日本国民の深厚な感謝の意を表します」などと記されています。
「昭和天皇実録」によりますと、昭和天皇は太平洋戦争が始まる2か月前の1941年10月に、「戦争終結の手段を最初から十分に考究する必要があり、そのためにはローマ教皇庁と親善関係を樹立する必要がある」などと述べたとされています。
松本教授は、「昭和天皇とローマ教皇が終戦後にやり取りをしていたことは歴史的な経緯から推測されてはいたが、実際にそれが確認できる史料が見つかったことは、戦後の両国の関係を研究するうえで意義が大きい」と話しています。
松本教授は12日、都内で開かれる日本とバチカンをテーマにしたシンポジウムで、これらの親書について発表することにしています。

【ウラジオストク＝寺口亮一】２日の日露首脳会談では、安倍首相とプーチン大統領が記念品を交換した。
プーチン氏は１９２８年（昭和３年）に昭和天皇の即位の礼で用いられたという名刀１振りを、首相は鎧甲よろいかぶとを贈った。
ロシア側の説明によると、刀は即位の礼に用いられた１２振りのうちの１振り。
戦後、米国、オランダに流出したものをその後、ロシアが入手したという。
プーチン氏が「これ（鎧甲）を身に着けて仕事しようか」と冗談を飛ばすと、
会談に同席した世耕・ロシア経済分野協力担当相が「首相がこの刀を職場で使わないようにしてほしい」と応じ、笑いを誘った。
