2024年2月下旬に来日したアメリカ海軍長官は、防衛省や自衛隊の関係者だけでなく、民間の造船メーカー要人とも会いました。実はこの動き、アメリカの造船業界がピンチであり、助けを求めるものだった模様です。
鋼材価格の高騰や半導体不足は米海軍にも大きく影響
アメリカ海軍のカルロス・デル・トロ長官が2024年2月、日本と韓国を訪問し、船舶の新造や修繕などを手掛けている造船所幹部と相次いで会談を行いました。デル・トロ長官は米国の造船業の現状に危機感を抱いており、日本や韓国の企業から投資を呼び込むことで国内の造船所を復活させ、艦艇と商船両方の建造能力を強化させる考えを示しています。
デル・トロ長官が日韓の造船会社に支援を求めた背景には、中国の新造ヤードが商船建造で圧倒的なシェアを占め、その生産設備を生かして海軍力の増強を行っていることがあげられます。
実際、中国の造船所における2023年の年間建造量は4232万重量トンで、世界シェアは50％。受注量では7120万重量トンもあり、こちらのシェア率は67％にものぼっています。特にバラ積み運搬船は世界全体の8割を占め、原油タンカーも7割、コンテナ船も5割といずれも高いシェアを握っています。
こうした状況に関してデル・トロ長官は、2023年9月にハーバード・ケネディ・スクールで行った講演のなかで「中国は世界の海上物流の大部分を支配している。このことは、危機や紛争が発生した場合、アメリカ経済にとって実質的な運航リスクと経済リスクをもたらす」と指摘。同時に「過去30年間、中国の総合的な海洋力が飛躍的に成長する一方で、我が国は急激に衰退した」と述べています。
近年では、新型コロナウイルスのパンデミックで物流が大きく混乱したのに続き、鋼材をはじめとした資機材価格の高騰、世界的な半導体不足など造船業全体を取り巻く環境が大きく悪化したことで、アメリカ海軍が整備を進めるコロンビア級原子力潜水艦やコンステレーション級ミサイル・フリゲートの建造計画にも影響が出ていました。
日本に来る前に韓国へ
デル・トロ長官は、「海事産業は、我が国の経済および国家安全保障にとって極めて重要な戦略的産業」と位置付けており、2023年11月には造船業の課題に対処するため政府造船評議会（GSC）を立ち上げています。
加えて「日本や韓国を含む海外の最も親密な同盟国と提携する機運が高まっている。世界でトップクラスの造船会社を誘致して米国内に子会社を設立させ、民間造船所に投資することで、造船業の能力を近代化と拡大を図り、より健全で競争力のある雇用を創出しなければならない」としています。
最初に訪問した韓国でデル・トロ長官は、ハンファオーシャン（旧大宇造船海洋）を傘下に持つハンファグループの金東官（キム・ドングァン）副会長や、HD現代重工業などを傘下に持つHD現代の鄭基宣（チョン・キスン）副会長と個別に会談しました。その後、現代重工の蔚山造船所やハンファオーシャンの巨済事業所の視察も行っています。
両社は韓国海軍向けの世宗大王（セジョンデワン）級駆逐艦や島山安昌浩（トサンアンチャンホ）級潜水艦の建造経験があるほか、ハンファは大宇時代にイギリス海軍のタイド型給油艦を、現代重工はニュージーランド海軍の補給艦「アオテアロア」を建造するなど海外向け艦艇でも実績を持っています。
なお、商船分野についても、需要が高まっているLNG（液化天然ガス）船や海上輸送で必須のメガコンテナ船の受注を安定して確保しているうえ、新船型の開発も積極的に行っています。
視察を終えたデル・トロ長官は「ハンファと現代は業界のグローバル・スタンダードを確立している」と高く評価。アメリカ進出について強い関心を得られたとして、「両社の高い技術とノウハウ、そして最先端のベスト・プラクティスがアメリカの地で実現することを考えると、これほど楽しみなことはない」と述べています。
横浜で修理中の米軍艦も視察
続いて訪問した日本では、東京・赤坂のアメリカ大使館で三菱重工業の江口雅之執行役員（防衛・宇宙セグメント長）、ジャパンマリンユナイテッド（JMU）の江藤淳常務執行役員（艦船事業本部横浜事業所長）、名村造船所の名村健介社長（佐世保重工業社長）と会談。ここでもアメリカ国内の造船所への投資について議論が行われました。
また、デル・トロ長官はLNG船や艦艇、フェリーなどの修繕を行っている三菱重工横浜製作所を視察し、入渠中のアメリカ海軍給油艦「ビッグホーン」の艦長とも懇談しています。
デル・トロ長官は「現在稼働中の造船所に加え、米国内には数多くの造船所跡地があり、それらはほとんど手つかずの状態で眠っている。これらは、イージス駆逐艦のような艦艇だけでなく、化石燃料から水素のようなグリーン・エネルギーへの転換を容易にするアンモニア輸送船のような高付加価値船の建造施設として再整備することができる」と話していることから、商船建造にも力を入れる方針のようです。
なお、アメリカにはすでにオースタル（豪州）やフィンカンティエリ（イタリア）といった外国資本の造船会社が進出しているため、今後、日本や韓国の資本が入った造船所が誕生する可能性は十分にあるといえるでしょう。
