ロシアのユーロファイナンス・モスナル銀行に対する制裁措置で日本外交がまた窮地に！

米政府は１１日、ベネズエラ国営石油会社ＰＤＶＳＡと取引を行なっているとして、ロシアのユーロファイナンス・モスナル銀行に対する制裁措置を発動させた。ベネズエラのマドゥロ政権の資金源を断つ取り組みの一環となる。

ムニューシン財務長官は声明で、今回の制裁措置について「マドゥロ政権を延命させ、ベネズエラ国民を圧迫している経済破綻と人道危機を悪化させる外国の金融機関に対し、米国が措置をとることを示している」とした。

具体的には、ユーロファイナンス・モスナル銀が米国内に保有する資産をすべて凍結すると同時に、米国民が同行と取引を行なうことを禁止する。

財務省によると、ユーロファイナンス・モスナル銀はロシアとベネズエラの石油・インフラ共同プロジェクトに資金を提供するために設立された銀行で、設立当時はロシア政府系銀行のガスプロム銀行とＶＴＢ銀行がそれぞれ２５％株式を保有。ベネズエラ政府は２０１１年に国家開発基金（ＦＯＮＤＥＮ）を通してユーロファイナンス・モスナル銀の株式４９％を取得していた。
