Raymond "Shrimp Boy" Chow, born Kwok Cheung (Chinese: 周國祥) is a criminal with ties to several San Francisco Chinatown street gangs, including the American branch of the Hong Kong-based triad Wo Hop To[1] and the Hop Sing Boys.
When Chow was 17 and a member of a the Hop Sing Boys, he survived an attack by a rival gang at the Golden Dragon restaurant. Chow's first conviction was in 1978, for robbery in Chinatown, San Francisco. Chow received an 11-year sentence, of which he served 7 years and 4 months. He was released in 1985. In 1986, Chow was charged with 28 counts of assault with a deadly weapon, attempted murder, mayhem, and illegal possession of a firearm. He served three years in prison and was released in 1989. In 1992 Chow was arrested for racketeering, later separated into two separate trials. The first was for illegal gun sales and the second was for prostitution, drugs and money laundering. Convicted in 1995, Chow was sentenced to 24 years.[1] When Peter Chong was captured, Chow turned on his old boss and cooperated with authorities, testifying against him in exchange for a reduced sentence. He was released from prison in 2003. In 1996, Chow was tried again for racketeering, but the indictment was dismissed.
As a condition of his release, Raymond Chow surrendered his visa. He requested witness protection but his request was denied by the prosecuting attorney. Raymond Chow is required to wear a tracking device.[2][3] Raymond Chow is currently the leader, or "dragon head", of Hung Moon Ghee Kong Tong, a fraternal association in San Francisco sometimes referred to as the Chinese Freemasons.[4]

2014 arrest

On March 26, 2014, Raymond Chow was arrested during an FBI raid in connection with an investigation into official corruption by State Senator Leland Yee. Chow faces charges of illegally importing and selling weapons.[5]


Wo Hop To (和合桃) is Triad group based in Wanchai, Hong Kong. The name translates to "Harmoniously United Association" or "Harmonious Union Plan" and is thought to have been founded in 1908 in Sai Ying Pun as a secret political organization in opposition to the Qing Dynasty. [1] [2] They are one of the "Four Major Gangs" (四大黑幫) of Hong Kong, the others being Wo Shing Wo, 14K and Sun Yee On.

Wo Hop To specializes in protection rackets and is affiliated with the Sun Yee On (新義安) Triad.[3]

Activity in the United States


During the early 1990s, Wo Hop To expanded into the United States, beginning in San Francisco, California. The US Wo Hop To was led by Peter Chong (莊炳強) (also known as "Uncle Chong") and Raymond "Shrimp Boy" Chow (周國祥) a former Hop Sing Boys gang member. The Wo Hop To had plans to control all the Asian gangs in San Francisco and, from there, to branch out into drug distribution nationwide. Wo Hop To chased the Wah Ching gang out of the Bay Area and the Wah Ching headed to Southern California. The Wah Ching was the only surviving Chinatown gang during the 1980s. The Hop Sing Boys and Joe Boys were dismantled by police after the "Golden Dragon massacre". The Wo Hop To had taken over Chinatown after killing the Wah Ching leader Danny Wong.
