Stalin 'planned to send a million troops to stop Hitler if Britain and France agreed pact'
from www.telegraph.co.uk

"This was a chance to save the world or at least stop the wolf in its tracks."
“The ruthless bombing from the air of civilians in unfortified centers of population during the course of hostilities which have raged in various quarters of the earth during the past few years, which has resulted in the maiming and in the death of thousands of defenseless men, women and children, has sickened the hearts of every civilized man and woman, and has profoundly shocked the conscience of humanity.
If resort is had to this form of inhuman barbarism during the period of the tragic conflagration with which the world is now confronted, hundreds of thousands of innocent human beings who are not even remotely participating in hostilities, will lose their lives. I am therefore addressing this appeal to the Soviet Government, as I have to governments which have been engaged in general hostilities, publicly to affirm its determination that its armed forces shall in no event and under no circumstances, undertake the bombardment from the air of civilian populations or of unfortified cities upon the understanding that these same rules of warfare will be scrupulously observed by all of their opponents. I request an immediate reply. Franklin D. Roosevelt.”

We made a mistake.
As the National Archives of the United States, we are and have always been completely committed to preserving our archival holdings, without alteration.
In an elevator lobby promotional display for our current exhibit on the 19th Amendment, we obscured some words on protest signs in a photo of the 2017 Women’s March. This photo is not an archival record held by the National Archives, but one we licensed to use as a promotional graphic. Nonetheless, we were wrong to alter the image.
We have removed the current display and will replace it as soon as possible with one that uses the unaltered image.
We apologize, and will immediately start a thorough review of our exhibit policies and procedures so that this does not happen again.

Operation PX - Wikipedia
Operation PX was the codename for a planned Japanese military attack on civilians in the United States, using biological weapons during World War II. Imperial Japanese Navy submarines were to launch seaplanes that would deliver weaponized bubonic plague, developed by Unit 731 of the Imperial Japanese Army, to the US West Coast. The planned operation was abandoned due to the strong opposition of General Yoshijirō Umezu, Chief of the Army General Staff. The abandonment also followed the Japanese surrender following the atomic bombings and the Soviet declaration of war.
...Operation PX, also known as "Cherry Blossoms at Night", was proposed in December 1944 by the Japanese Naval General Staff, led by Vice-Admiral Jisaburō Ozawa. The name for the operation came from the Japanese use of the code name PX for Pestis bacillus-infected fleas. In planning the operation, the navy partnered with Lieutenant-General Shirō Ishii of Unit 731, who had extensive experience on weaponizing pathogenic bacteria and human vulnerability to biological and chemical warfare.[1]
